The deployment id identifies one deployment of the program on one cluster and is copied into every signed quote, so a quote signed for one deployment is rejected by every other. Market makers will find the byte-level identity a quote binds to on Devnet Sandbox.

The program id and config account are the same on both clusters; the deployment id and the USDC mint differ, and the deployment id is what a signed quote binds to.
